I'm willing to bet money that 90% of these people harvesting lobsters are actually harvesting legally, while creating breeding grounds for the fish and lobster populations. "Legal traps" provide ONLY a way to catch lobsters, but no habitat or breeding grounds. Leave it to the government to screw this up....
